Description:

LOAD AFTER BPM AND DIVERGENCES

Improves integration between BPM and Divergences
-Improved starting centralization laws
-Allows Divergences unique leader ideologies to spawn for certain BPM IDGs
-Removes restriction of aristocrat IG to slave states (temporary fix for certain countries such as Dual Monarchies having near 0% aristocrat clout due to having very few/tiny slave states)

Planned:
-Incorporation of country unique IG ideologies
-Give IGs opinion on new laws added by Divergences
-Make some JEs like "Centralize Novgorod" involve actually changing centralization law
