This is INCOMPATIBLE with RW and RB because it REPLACES THEM.
Works with both Steam and Git versions of IU.

Note that you get penalties from being over half of your governing capacity, not just from being over it. This is because governing capacity is meant to represent the absolute upper limit of what your government can handle, not what it is meant to be running with.
