Better Concentrate Development

Aligned concentrate development to give more similar effects to when it was introduced, but overall an enhancement including:
-Increased the amount of dev that gets efficiently pulled, so that less is lost to the void
-Shortened the cooldown from 50 years to 25 years
-Decreased the ‘liberty desire gain’ from 3 per dev to 2 per dev (as it used to be in 1.31.0)
-Decreased the amount of devastation caused per dev from 5 to 3
