When the event "The Yellow/Yangtze River Flood" happens to player who owns Yellow/Yangtze River basin, there will be another option, allowing player to transfer the flood to Stockholm and Barcelona (the location of Paradox Tinto, EU4 developers at present).
This event will happen more often. It can also happen to AI, and AI will always choose the new option.
