This is an updated version where I have rebalanced the school and university expenses so that it remains profitable when it is not being subsidized.

Recent changes:
-Artificial intelligence now gives more priority to advanced production modes and paper saving

This is an overhaul Mod and the third Mod of the Service Expanded Mod series,

include:

-University redesign;

-Rebalancing of Government Administration;

-Add newly designed Primary and Middle Schools;

-Completed the Production Method Group abandoned by Paradox Interactive.

-Integrated "Paper Saving" Mod. Government Administrations and Universities consume half of the original paper and employ half of the original staff.

-A new Production Method Group named "Paper Saving" has been added to Government Administration and Universities.

-A new production method group called "Paper Recycling" has been added to the Paper Mill to reduce Wood consumption and produce more Paper.

-The Paper Mill has been added a Production Method called "Crude Paper". Now the Paper Mill can produce a small amount of Paper with a small amount of Fabric. This is the restoration of the Production Method abandoned by Paradox Developers.

-The University has been redesigned as a profitable building with its own investment pool;

-Redesigned the University. More Production Method Groups have been added, such as "Social Science and Engineering", "Priority Direction" and "Running Methods".

-The newly designed Primary and Middle Schools, with a rich flavor of the 19th century.

-Use Schools to guide people to support different Interest Groups!

Things to do:
-Rebalance the productivity of schools and university.
-Education Need Addon with own "education" produced by schools and advanced education by universities
-Merge with the original author "police buildings" and add security goods and needs.
