Description:

Compatible with 1.9.*. LMA allows countries without secret police to assassinate, though they are bad at it.
Can be installed mid-game.
Compatible with VTM, load order doesn’t matter.
Affects everyone, AIs included.
Works for all languages.

1.8 Update: This mod used to scale assassination chance off of secret police institution level. That feature has been integrated in 1.8. This mod will still be up as it still allows countries without secret police to assassinate

1.6.2 Update: Compatibility with James’s Authority for Political Interactions by 1230james. If that mod is loaded, LMA and API will work together.
