Description:

The purpose of this mod is to create cultural communities for your primary culture in your states.

With the addition of cultural communities in 1.6, your primary culture is by default locked out of certain starting states in you country (e.g. Russian Poland), along with any states you conquer or colonize.
The default mechanic is to wait and gamble that your primary culture gets a community where you want it, before 5 soft-cap slots are all taken by the other 50 cultures in your market.

This mod changes this in the following way:
– When Greener Grass Campaign decree is active, if your primary culture doesn’t have a community in that state yet, it should spawn with priority almost immediately

This is the only change. None of the rules for spawning other communities, or for actual migration are changed.

Compatibility:

This mod overwrites cultural_community_creation_weight function, and won’t be compatible with any mods or base game updates that modify it as well (last in the load order wins).

It should be possible to enable or disable it in an existing save.
