Start with All Culture Skills Unlocked
Makes it so you start the game with all your cultural skills unlocked, but removes the starting skill from your starting Tome.
This works by:
- Increasing the # of starting skills to 3, from 2
- Marking all Cultural skills as valid starting skills instead of just 1/Culture
- Marking all skills in other Tier 1 Tomes as not valid starting skills
As a result, this mod will not work as intended with modded cultures or modded T1 Tomes
