As a spin-off from my Sokoto Identity Pack this adds a decision available to Rwanda that, if they’ve somehow managed to unify the nations of the Great Lakes, allows them to pick between two paths to make a bid for becoming a noteworthy regional player.
The decision also requires the Colonisation technology, but it comes with a free law change!
This is so lightweight that it should really never be at risk of breaking unless they remove Rwanda from the game, or rename the states in that region.
Why?
Because I have been a little obsessed over East Africa lately and wanted to try something.
