My first mod, quickly thrown together. Made it for myself, figured I might as well put it on the workshop in case anyone else wanted something like this.

Allows 12 Idea Groups, up from 8. Each idea costs 266 points default (down from 400), and every 4 ideas unlocks a national idea (up from 3). Willing to fine tune based on feedback.

Idea Groups unlock at ADM tech 5, 7, 9, 11, 13, 15, 17, 19, 21, 23, 25, 27.
