Vodyani Hero FIDSI Skill Fix
Do you think Vodyani heroes are overpowered with the FIDSI * hero level bonus? This mod changes the Vodyani FIDSI hero skill "Infallible Authority" so that FIDSI bonus is a flat rate instead of scaling with hero level. System will receive FIDSI +4 per pop and the senator skill will provide FIDSI +1 per pop to all systems.
