(Scout) Flare Deployment
Deployes flares at your marked position.
NEED TO KNOW BEFORE PLAY:
-The binocular needs to be in the hands when targeting (if not change to a different weapon and go back to it).
-The targeted surface must be flat ground (no walls etc).
