Merges smaller USA states:
Maryland (now capital): with DC and Delaware
Massachusetts: with Rhode Island and Connecticut
Maine: with New Hampshire and Vermont
All pops, RGOs and buildings are combined
Known issue: capital province for some reason is Baltimore and not Washington D.C., even though that’s a new Maryland city province. Looking forward to your suggestions
