Wakkanai, founded in 1879 as a village and incorporated as a city in 1949, contains Japan’s Northernmost port, an airport opened in 1959, and a central train station. It recieves one of the highest levels on annual snowfall in Japan despite a modest climate and an annual mean temperature of 44 degrees farenheit. It is the former site of a submarine repair dock with a ferry service running to Rishiri Island and formerly Sakhalin and a promising tourism industry. Its marshlands present a challenge for developing the waterside of Lake Onuma, or promising sites for resorts or irrigation. Its coast offers the ability to build a worthy port to serve as a gateway between Russia and a Japanese socialist republic or a doorway to Northern ports for an independent Japan.
