Raid cost less movement and can move after attack.
Get Great Musician points for killing units.
Hydra Fighter:
Replace Jet Fighter.
When attacking Cavalry, Naval or Grand Death Robot, +10 combat strength.

Ammu-Nation:
Replace Barrack. +25% combat experience for all melee and ranged land units trained in this city.
Provide +4 Production after have Advanced Ballistics Technology.
May not be built in an Encampment district that already has a Los Santos Customs.
Los Santos Customs:
Replace Stable. +25% combat experience for all cavalry class units trained in this city.
Provide +4 Production after have Combustion Technology.
May not be built in an Encampment district that already has an Ammu-Nation.

Carl Johnson – Mr.Right:
50% discount to purchasing a tile, unit upgrade and levy city-state units, all Citystates Units Recruited gain +5 Combat strength.
Spies can choose from any possible promotion instead of receiving a random promotion.
Gain +4 Production from Great Work of Music.
Franklin Clinton – Driving Expert:
All recon, cavalry, siege, medic and observation units gain +1 movement, after have Combustion Technology, gain +1 once more.
Scout units and Cavalry +3 Combat Strength per unused Movement.
Spy start with Ace Driver promotion.
Now Support English and Chinese.
