Controllable Private Construction
This mod is compatible with game version 1.13 and can be installed mid-game.
Note that this mod generally doesn’t require updates for new game versions.
All features can be enabled or disabled anytime and only affect player.

- Please ensure the installed mod is up-to-date, as it may not be auto-updated sometimes.
- Updated for 1.13. Note that this mod no longer supports version below 1.13.
Intervene Domestic Private Investment
- Private constructions are only allowed to expand existing buildings. This feature can be enabled separately for manufacture, agriculture, resource and infrastructure buildings.
- Private constructions are only allowed to expand existing profitable buildings (image 3).
- Private constructions are only allowed in incorporated states.
- Disable private constructions in a state by using a new decree.
- Customize private construction building types and max. levels under construction.
This feature requires this Add-on.
Intervene Foreign Private Investment
- Disable private constructions in foreign countries. This feature can be enabled separately for manufacture, agriculture, resource and infrastructure buildings.
Intervene Investment From Foreign Countries
- Constructions (government and private) from foreign countries are only allowed to expand existing buildings. It can be enabled separately for industry and agriculture. Note that for game balance, this will cost 5% to 10% of player’s bureaucracy and resource buildings won’t be restricted.
Privatization
- Important: Intervening private constructions doesn’t affect privatization.
Better Auto-Expand
- Better conditions based on PMs, profit, price, etc (image 5 and 6).
How To Use
- Subscribe the mod.
- Use the decision "Private Constructions Management" to activate the journal entry.
Localization
- English, Chinese, German.
Other languages use English text.
Compatibility
- Potential conflicts with mods modifying trade centers and opium plantations.
- Incompatible with mods overwriting building "can_build" or auto-expand logic.
- Compatible with new building mods, though this mod won’t affect them.
FAQs
- Features are enabled but have no effects.
This is usually caused by incompatible mods.
Also, ensure the mod is up-to-date; resubscribing may be necessary if auto-update fails. - Some buildings aren’t working properly, e.g., wrong PMs or employee number.
See FAQ 1. - Private investment still invest in disallowed building types.
-> Incompatible mods.
-> Restrictions don’t affect privatization.
-> On-going and to be added constructions won’t be cancelled.
-> Note the target scope for each feature (domestic, in/from foreign countries). - Private investment stops working after too many features are enabled.
The base game has its own logic to decide what to build, private investment might stop working if there are no options left. - Private investment is still not working after the disabled options were switched back.
Try S/L or waiting several in-game months/years to reset variables. It’s not a bug but a vanilla engine problem that can also be triggered by some vanilla cases. - Is it possible to directly control private constructions?
Yes but this can only be done by radical AI modification and seizing investment pool constantly. - Private investment makes many unsuitable decisions.
This mod only intervenes which options AI has but not how AI chooses them. - Does this mod support multiplayer?
