Description:

Adds the Tatar civilization to the game, led by Maxmud I, Khan of Kazan.

Design:

Base Civ:

UA: Grandchildren of the Horde: Pillaged improvements always yield Gold in addition to the normal bonuses. All Cavalry units can be purchased with Faith. Pillaging a specialty district instantly promotes the unit that performed the action.

UU: Darugha Levy: Tatar unique Medieval era cavalry unit that unlocks at stirrups. Cheaper to purchase but costly to maintain. Can move after attacking when in enemy territory. Must be purchased with gold.

UB: Kolepazar: Tatar unique building that replaces the Market. A free Builder unit is spawned whenever a Kolepazar is built. +1 Great Merchant and +1 Great General points per turn. +2 Production and +1 Gold per turn. Yields +1 more Gold and +1 more Production for each foreign Trade Route going through its city. Builders are 25% cheaper to buy in cities with a Kolepazar.

Maxmud:

UA: Yasak Conquered cities yield +5 Gold per turn. Capturing a unit spawns a copy of it in the nearest city that you own.
Agenda: Restitution of Mishar Yurt: Likes aggressive Civilizations that are warmongers. Hates civilizations with very little cavalry units.
