Lower AI Foreign Investment
Investments in unincorporated states are subject to PRODUCTION_BUILDING_UNINCORPORATED_INFRASTRUCTURE_USAGE_FACTOR, which divides the score of a building by (1 + infrastructure_usage_per_level).
When evaluating a building in incorporated states of a foreign country, a much smaller divisor for incorporated states is used. The result is that foreign investments have a way higher priority compared to domestic unincorporated states. This mod aims to balance this by dividing the vanilla foreign_investment_ai_factor by what the infrastructure divisor would be.
I opted to treat plantations as starting with 1.0 weight rather than 1.25. For outliers like infrastructure and arts academy, I used a divisor of 3, equivalent to 2 infrastructure.
The resulting change is as follows:
Light Industry: 0.25 -> 0.083
Heavy Industry: 0.25 -> 0.0625
Agriculture & Ranching: 0.75 -> 0.375
Whaling & Fishing: 0.75 -> 0.375
Plantations: 1.25 -> 0.5
Mines & Oil: 1.0 -> 0.33
Logging & Rubber: 1.0 -> 0.5
Urban (Arts): 0.25 -> 0.083
Power: 0.5 -> 0.167
Infrastructure: 0.75 -> 0.25
Affects both AI and private investment.
