Well now they do; and not just one texture, It’s the whole deal
It comes with a duck texture, a quacking duck texture, a controlled duck texture, arms texture, feathers texture, cape texture and they can also come in HD. It can even change what equipment and weapons look like! What more could you want?
You simply put a .rsk file someone made into the duckgame folder and voilà. Theres now a hat in the hat selector that works like a reskin!
While others without the mod wont see your skin, you can still play with people that dont have the mod installed. So you can play normal duckgame with strangers and still have a reskin! If someone else had the mod by chance then they would see your reskin.
Heres ArmyteCels Big Smoke Skin Pack (which is a normal mod) ported into .rsk files so that I can play with strangers online. As you can see there’s no difference between this and the original mod.
I should mention that the mod isnt just a client version of the normal reskins. Theres are lots of fixes such as when you tab out the skin will remain on the player and the skin will even show up in the rock-throw level.
Since I actually made UI for creating these .rsk files you can do it really fast (not counting the drawing part, my pb is 14.8 seconds). I even wrote a guide for it explaining pretty much everything:

If you’ve already made skins before its super easy to convert them into .rsk files
Theres a feature in the Reskin Maker that lets you create packs you can upload to the workshop, its sortoff like hat packs, but client mod hat packs others dont need. But you still need to have this mod enabled if you want it to work.
If you press F6 the skin will reappear. This is a hardware bug affecting a small amount of xna users, where even though the content is lost, it thinks that content is not lost.
