Leader Ability – Devote The World
  1. Each complete district grants owner city +3% total Greatperson points and +3% Total production, both become +5% for Wonders.
  2. Each Special District yields extra per-citizen +0.2 loyalty and +0.1 identity pressure for owner city, both become +0.3 for Wonders.

    Costs 5 gold and 1 horses as maintenance each turn.

    Unique District – Military Yard

    Specialty District replaces Encampment with 80(+50%) Production, maintenance costs 2 Gold.
    Offers +1 Citizenslot, +1 Housing, +1 GreatGeneral point, NO negative appeal towards adjacent plots.
    Provides ALL arrival Traderoutes +1 Food and +1 Production, gain +1 District Gold yield from EACH adjacent Resource.
    Experts yield +2 Food and +1 Production, but NO Culture.
    Requires Tech Industrialization: domestic trade routes start from owner city receives extra +1 Production for EACH strategic resource of destination.
