Railgun Civ
Adds a Misaka Mikoto-themed civiilization to the game, focused on science and late-game conquest.
Brave New World Only (maybe Gods and Kings later?). Has Soundtrack
Civ Traits:
Leader: Misaka Mikoto
Trait: Academies give +2 food, +1 production, +5 science. Capital gets +20% science and +1 science and production per every 4 population. Receive Electricity and one Misaka Mikoto unit for free with the discovery of Scientific Theory.
Unique Buildings: Academy Windmill. A cheaper windmill that may be built regardless of terrain, providing an addition 4 science and +5% production.
Unique Unit: Sister Lvl 2. A unique gatling gun with 2 range, as well as a unique promotion tree. Requires Electricity rather than industrialization. Upgrades into the Sister Lvl 3 and 4, which replace the machine gun and bazooka, respectively.
MIsaka Mikoto: Extremely powerful unit that is only given once. Has additional unique promotions, and increases in power automatically with the research of Ballistics and Nuclear Fusion.

See Change Notes for bug notes. Note: In order to implement part of Misaka but keep her balanced, I ended up giving anti-aircraft guns the ability to detect submarines. It hopefully should not affect naval balance too much.
