Touhou – Houraisan Kaguya’s Eientei
Adds the Eientei faction, led by Houraisan Kaguya. Does not conflict with the preexisting Eientei civilization by Huitzil.
Kaguya’s Eientei is a tall civilization much like Eirin’s Eientei that preceded it, but specialized in Wonders and Culture. Kaguya’s core theme is a radiant capital, having powerful bonuses towards Wonders and Great People, while having a substantial boost to keep Kaguya scientifically competitive with larger neighbors. All these bonuses are paid for by Kaguya’s inability to train settlers, making Kaguya reliant on other methods to expand.
– Cannot build settlers, but can annex cities, not just puppet them
– Can acquire city-states through diplomatic marriage.
– Social policies cost 15% less.
– Instantly receives a World Wonder of choice once per era whenever a World Wonder has been built
*NOTE: The Social Policy Cost Reduction is changed to a Free Social Policy when entering a new Era if Community Patch is enabled.
– Has a higher regular and ranged combat strength (13/8 from 11/7)
– Comes with a special promotion (20% Combat bonus in friendly lands. 20% combat bonus when defending. Kept even when upgraded.)
– Goes obsolete at Rifling rather than Machinery.
– Provides 3 Culture instead of 1.
– Much stronger defensive bonuses. (12 Combat Strength, 150 HP)
– 3 global happiness
– Gold trade route bonus. (4 gold for trade route owner, 8 for Eientei)
– 2 Client Specialist Slots.
– Provides a mix of food, production, gold, science, and culture.
– Many National Wonders support 1 Client Specialist slot
– Many National Wonders boosts the yield of a Client (e.g. Ironworks increases a Client’s production yield by 1).
– Clients does not generate real Great People points. Instead, they generate pseudo-Great People points depending on era per specialist after Eientei’s first golden age. Once enough has been accumulated (100 per occurence of this event in normal speed, 67 in quick, etc.), grant an instant Great Person of choice in the capital in a fashion identical to the Liberty finisher. Current formula is: 1 before Renaissance, 2 after Renaissance, 3 at Industrial, 4 at Modern, 7 at Atomic and 10 beyond that.
Kaguya as a leader of a one-city civilization will unlikely to be a significant threat. However, Kaguya generally will focus on building Wonders and acquiring Great People, primarily to take care of Science and Culture. Kaguya will prefer any type of victory except domination. On the diplomatic side, Kaguya will approach both city-states and other civilizations in a friendly manner. If CP is disabled or if Civ IV Diplomatic Options are enabled, Kaguya will often ask for help, but is loyal, forgiving and also not bothered by minor warmongering.
This mod has been tested only on Brave New World (with all the DLC), and given the usage of both the faith icon (tooltip for wonders) and the trade route bonus in the XML, will require both G&K and BNW. Babylon DLC was required pre v6 but is no longer needed after the unit model updates on May 22, 2016. The mod has been tested with Community Patch in the latest version, but is not tested with Vox Populi. While the added compatibility should make Kaguya playable on Vox Populi, no changes are made specific to Vox Populi so the mod will be unbalanced, probably to the unplayably weak levels in Vox Populi.
Kaguya’s leader themes are now set to the Touhou themes included in the mod previously: Should the player decide the Megas Alexandros theme is better, this can be remedied by going to the Mods folder in the My Games/Sid Meier’s Civilization V folder, then finding this mod’s folder, going to XML folder, then opening Eientei_Music.xml with any text editor to change SND_LEADER_MUSIC_MATHALX_KAGUYA_WAR for example with SND_LEADER_MUSIC_ALEXANDER_WAR.

The Kaguya 2.0 Beta is ready for testing, featuring new UI and a new mechanic. Keep in mind that this is still in the Beta stage and there may be bugs, and the AI will not pick Wonders or use any of the new mechanics in this build. (When the AI is implemented the mod will be updated on Steam)
