When the city completes a production queue, it no longer receives the queue goal, but instead receives equal amount of Cost for the capital of your civilization, or if it is a unit, it receives the unit in the capital of your civilization instead.

Unique building: Bar with a Difference
Replaces the Arena and is cheaper to build. Enemy Spy’s level is reduced by 1 when targeting this city. When enemy spy is captured in the territory, +1 Spy Capacity and gain a Worm of Time and +1 Amenity to your cities.
