Haydee from the eponymous game Haydee. Specifically, this is the Haydee Redux v2 model created by CreepyChimera and ported to SFM by NoduSFM and PlanetMojo.

Fist animations are broken due to the way the redux model was rigged. I tried my best to make it work, but the fist animations were made for a hand with longer fingers than the default Gmod playermodels.
