New Governor: Privateer
CEO of a private military. The privateer uses capital in order to counter the insurgency. Privateer begins with a bigger budget and lower support level. Monthly income is unaffected by reputation and generates income from stability rather than reputation. Privateer uses mercenaries instead of a coalition (orange colour instead of blue) majorly more expensive to hire and must pay the same price every 3 years which will go up or down depending on combat difficulty and frequency. Civilian initiatives roll out much faster and more affectively but government initiatives are much less affective and expensive.
