Cities founded by XianZhou decelerate growth by 30%, butCitizens in cities provide +0.5Science, +0.5Culture, and +1Production, and the city’s Citizens bonus grows by 50% after an Era, up to a max of twice. Cities not founded by XianZhou only enjoy half the effect.

Unique Unit: XianZhou Starskiff
XianZhou’s unique unit can see through Woods and Jungle. Ignores Movement reduction caused by terrain. Can escort moving civilian and support units at their higher Movement speed.

Founds first city -10 Era Score, -1 Era Score for each population growth in the city. City growth rate is 30% higher when not in Dark Age.

Unique building: Moon On Glacial River
A building unique to Jingliu. Replaces the Water Mill and cheaper to build. Each district provides +1 Loyalty per turn in this city.
If the city already has maximum Loyalty and in Dark Age, can build one more district than usual (exceeding the normal limit based on Population), and +50% Extra yield from buildings and districts.
If in Dark Ages, each city within 4 tiles provides +60% construction speed when constructing Districts, up to 180%.

.Leader Ability: Cursed One .
Barbarians are more likely to spawn within 7 plot near Huohuo’s city and have a greater desire to Assault. Combat victories with the barbarians provide the nearest city with Production equal to 50% of the Combat Strength of the defeated unit. (on Standard Speed)

Requirement of building in the district for plot appeal change to negative and no longer required unimproved.
+5 Unit Combat Strength when fighting Barbarians within 6 plot of Ten-Lords Commission, and lower the chance of Heliobus break seal.
Allows for the suppression of Heliobus in the Ten-Lords Commission; each suppressed Heliobus provides +1 Production to adjacent tiles and -1 Appeal to all tiles in city.
