Creates a new scheme to steal gold that can be used by rulers.

Theft is a plausible action for rulers that would commit murders.

—-
*Scheme Outcomes*
1. Success -> Steals 1/3 of the target’s gold (min:50,max:1000) & get a embezzler secret OR delay scheme
2. Delayed -> Scheme loses 6/10 progress
3. Failed -> Scheme ends exposed. Target loses 40 opinion. Thief gets a stackable opinion modifier(Known Thief Modifier – see below)

*Known Thief Modifier*
– monthly_prestige = -1
– courtier_and_guest_opinion = -5
– independent_ruler_opinion = -10
– direct_vassal_opinion = -10
– stacking = yes
– 5 years

*Scheme Power*
– Similar to all schemes where intrigue and spymaster are powerful, but intrigue power is reduced.
– Since this scheme is about committing an undiscovered theft, stewardship and learning are added to the power.
– Agents have the usual power, but again increased for high stewardship.

*AI will do*
– Greed/Ambitious traits & disliking the target increases the likelihood
– Craven/Generous/Content & liking the target decreases the likelihood

*Scheme Events*
– Usual monthly discovery events, and final outcomes.
– No custom ‘roleplaying’ events as the scheme progress.
