This mod add a new civilization, the Victoria Empire, to the game, along with 5 leaders: Jane Willow, Rita Skamandros, Fiona Young, Susie Glitter, Loughshinny

This mod may performs poorly when used as an AI.

It’s recommended to use Suk’s Civ Selection Screen.

Civilization: Victoria Empire

Ability: Eternal Stage
Extra territory upon founding cities.
If Golden Age is unavailable, then only Dark Age is available.
Government’s effect won’t expire by changing government, but take effect in every Government.
Unlocking "Mechaniery" gives +1 relevant yield to Improvements and Buildings, allows you to ‘grow’ Coal and Iron resources.

Unique Unit: Mounted Police

Victorian unique Medieval unit. Starts with a free promotion.
+2 Combat Strength per unused Movement.Requires Horse Resource Maintenance.
May perform "Retreat" operation on corresponding tile to spawn a higher yield Horse Resource.

Unique District: Royal Dell Arsenal

Victorian unique district that replaces Industrial Zone. Cities with an Encampment allow builders to build it directly.
When this district and buildings in it are constructed, receive a stronger Mounted Police which do not have resource maintenance cost.
Receive Production from adjacent Encampment or strategic resources.
Cities with this district allow to purchase Production with Iron.

Unique District: Royal Guard Academy

Only unique to Rita Skamandros and Fiona Young
Victorian unique district replaces Encampment with lower cost.
Grant Huge Science and Production bonuses from adjacent districts or strategic resources.
Everytime a Great General is activated, all units from this district receive +1 Combat Strength, all cities’ Campus and Industrial Zone with this district receive +1 Production.

Leader: Jane Willow

Ability: Spiritual Influence
Cities with a Holy Site receive + 1.5 Faith Per population(2 while in Golden Age), and allow you to Purchase Production with Faith.
Units are allowed to perform "Spiritual Influence" when its movement is less than 1.
Increase your Faith by 20% for each time you gain 4 or more Era Score.

Jane’s unique unit: Standard Bearer

Jane’s unique support unit that can only grant everytime you initialize capital or change Game Era.
Possesses the active skill "Inheritance of Faith".
Passive effect: Units within 6 tiles do not consume Faith when performing "Spiritual Influence", receive Culture equal to 5% of your Faith generation in cities within 3 tiles.

Leader: Rita Skamandros

Ability: Tempest Command
All Ranged and Siege units gain +1 Range, and when they strike an enemy, they deal splash damage to enemy’s adjacent enemies.
Each time you declare war to major civilization, you will receive all yields(Except Food) equal to 50% of your current military strength.
Also receive a Tempest Platoon next to the friendly unit closest to the declared target’s capital.(Maximum of 10 in this way).

Rita’s unique unit: Tempest Platoon

Rita’s unique unit that can only grant one everytime you build a Royal Guard Academy.
Has Combat Strength fix equal to the strongest siege unit your cities have produced.
+1 Movement for units within 3 plots and doubles their EXP gain.(Maximum of 2).
Permanently +1 Combat Strength for all units within that range per promotion.

Leader: Fiona Young

Ability: Military Tradition
Grant Great General points equal to 20% of Units’ costs you built or purchase.
When a unit kill an enemy, city that acquires the unit receive Culture and Production equal to 50% of Unit’s Combat Strength.
Upgrading a unit will return to this city the Production required for the unit type before it upgrade.

Fiona’s unique unit: Charger

Fiona’s unique unit that can only grant one everytime you build a Royal Guard Academy.
Has base Combat Strength equal to the strongest unit your cities have produced, and ignore ZOC.
May make Critical Hit when attacking an enemy. Refresh units’ Movement within 3 tiles of it when killing an enemy.
Leader ability effects are doubled for it.

Leader: Loughshinny

Ability: Ember of Life
Units won’t receive damage from Forest or Jungle Fire. Cities’ citizens won’t reduced while this city is suffering from Forest or Jungle Fire.
Tiles can receive additional Culture, Faith, Production yields from Forest or Jungle Fire probabilistically.
Woods can be planted with the Reformed Church civic.
When the first 3 cities are created, tiles within their 2 plots will be covered with forest(if available).

Loughshinny’s unique unit: Dublinn Flamechaser Soldier

Loughshinny’s unique unit that can only grant one everytime you initialize capital or your unit is killed(Probability).
Has base Combat Strength equal to the strongest unit your cities have produced.
Initially has 4 charges to create forest or jungle fires.
For every enemy killed it receive +2 Combat Strength, you may also cost this benefit to +1 the charges.

Leader: Susie Glitter

Ability: Precise Redirection
Builders passing through a land tile where a resource exists automatically grant the corresponding improvement.
Improvements with any resource give 1 Power to its city.
Drones may spend Movement to increase tiles’ improvement yields.
But with a probability of causing the city’s Required Power to be +1 (This benefit expires when the city is unpowered).

Susie’s unique unit: Drones

Susie’s unique civilian unit that can only grant one everytime you initialize capital or build a Green Spark.
Ignore ZOC and all move penalty. Receive +1 Movement from each Green Spark.
After spending 50 Movements to increase plot yields, it will disappear, and giving +1 Power to the city.

Susie’s unique building: Green Spark

Susie’s unique city center building. +1 Amenity.
When city is powered, its buildings that provide additional yields receive +6 of that yield, and can build 2 more districts ignoring population limitations.
Also, all districts and buildings will be repaired automatically.
Each district gives +1 power to the city after having 6 specialty districts.
