AGOT: Minor House Flavour Fix

It adds the same features. It is heavily inspired (even the code is inspired) from the original mod.
This updates Minor House Flavor to work with the more recent mod.
This fixes some two provinces being independent in the Westerlands, maybe something else aswell.
Also fixes Gulltown Kingdom creation. Shett out!
Also fixes Royce legacy localization. Royce out!

Happy new year. I had to update the history files due to them being uh, not updated for awhile. I might have actually deleted some MHF content but I am not 100% sure. Anyways, it should work now. Let me know.
