The Whisperer
The Whisperer is a recruitable vampire agent specializing in manipulating heroes and rulers. Once she marks a hero, acolyte or ruler as her prey, she will steadily gain Psychic Whispers she can use to control them while she does other things, either forcing them to perform certain actions or reshaping their minds to make them more likely to do what you want. Over time, your prey can be exploited in all sorts of ways:
-Make a hero obsessed with bodyguarding her and force them to attack meddlesome heroes
-Steal heroes from the Alliance and force them to change allegiances to your Dark Empire
-Prey on a nation’s heir and set them up as a sovereign you can force to declare wars
-Prey on a Duke and force them to destabilize their nation
-Convince characters to succumb to their Deep One curse much faster
-Just eat them for XP
-Whatever else you can think of
