Irregulars are nice units, versatile and interesting, but we all know they tend to die easily. So if player takes care of them and nurtures them they should reward him. Best way to do that is evolving to higher tier with increased stats and survivability, Draconian Hatchlings and High Elf Initiates already evolved, but into units that can be built. I do not like them to do so, so I choose to make new tier 2 irregular for all races except Orcs and Frostlings (because they have tier 2 forms in Empire Building Mod and since its my favourite mod, I will never break compatibility intentionally).
Building Mercenary Camp in city (mystical upgrade from trade post site) will give your Irregulars buff +1melee str +1ranged str and +1 defense and allow you to build Human, Tigran, Draconian, Goblin and Halfling tier 2 irregulars directly. High Elf tier 2 irregulars needs Magic Academy in city to be built directly and Dwarven Besiegers needs Enchanted Armory.
(If you are using Empire Building Mod – Temple of Eternal Serpent in range of city allows you to build Tree of Life mystical upgrade giving your irregulars permanent regrowth!)
