Description:

Various Improvements to the Military Egineer

– has 10 charges, maintenance of 6 and cost of 850
– can hurry production of Flood Barriers by a third. Only if full charges. Consumes the unit
– can fully hurry production of Dam, Canal and Aqueduct districts. Only if full charges. Consumes the unit
– removes similar functionality that comes from GS expansion to avoid confusion and conflict and to restore some balance (that functionality becomes OP since the number of charges has been changed)
