Highway Restoration
Original mod by Mic, but has not been updated since b17. All credit to the original author, I just made a sweep through the XMLs to update it for v1.0.

While I was updating it, I also made it a bit more "tribal friendly" so that this stuff does not show up with the initial tribal starter techs. Stonecutting is needed for the roads and barriers, and electricity for the lights.
