[When I add a specialist score of 1 point to a special district that does not have any specialist slots, I actually have a bug where the score of 2 points is actually high, so I put an expert slot only at zoo, Thermal Bath, and aquarium. Zoo, Thermal Bath, aquarium, and two points to get a total of three points.]
