This mod was created by Padarom. He made majority of the code when I was having issues with creating it.
This mod is to remove the tedious motion of converting every direct vassal’s directive individually such as Improve Development or Convert Culture in counties. The game files note that the Boost Men-at-Arms is coded as Train Commanders hence the difference in tooltips.
