Simple Balance Static Modifiers
This mod make some balance changes:
1) Changes bonuses from professionalism:
At a low level: merc cost -20%, merc manpower +20% (instead of 15%);
At a high level: discipline +10%, fire and shock dam +20% (instead of 10%)(plus all old bonuses), national manpower and land force limit -33%.
2) Increase bonuses of Army Drill: 20% damage instead of 10%, -30% damage received instead of 25%, 30% movement speed instead of 20%.
3) The scorch earth now also reduces the supply limit by 30% and increases unrest in province by 3.
4) Autonomy gives a discount on increasing provincial development, building construction and Governing capacity.
5) The cooldown on the provincial development exploit has been removed.
