Description:

does the following change to practiced pirates:
no longer require 50% of province to be coastal (still need 70% to reform with less prestige)
no longer limited to duchy realms (byzantium raiders go brrrr)
no longer give prestige penalty when raiding (actually gives prestige like when tribals do it i think)
