Description:

Removes the ability for administrative vassals to:

1. Request to be co-emperor
2. Request a governorship
3. Request a councillor position for influence

As the empire grows in size in an administrative empire this just becomes a non-stop deluge of spam, bizarrely implemented as full-screen overlays.

Just shut up and be ruled, vassals.
