Description:

Allows the player to create the Duchy title of Moat Cailin.

A ruler that has control over Moat Cailin, directly or through a vassal, has access to this decision.

This is a player-only decision. It was made a decision because allowing AI to form the duchy via the normal means can cause issues with Moat Cailin remaining in Stark hands upon succession.
