[1.18] Offer Easier Vassalage

Increase vassalization acceptance, especially for lovers and same-dynasty rulers.

• Increase vassalization acceptance for friend/best friend/lover/soulmate, same-dynasty rulers, military difference and some other criterias. Now, hooks provide acceptance.

I got tired of the fact that as an emperor, I can never vassalize an allied kingdom ruler from the same dynasty. What is the point of having this functionality if you can never use it?

Compatible with any mod that doesn’t affect offer_vassalization_interaction.
