Completely removes the requirement of a siege attacker trait or siege equipment for launching an attack on a walled settlement.

Yes, but the AI may not decide to take advantage of this.
My siege attacker trait is useless now!
If nothing else, it now acts merely as an indicator that a unit is particularly efficient at tearing down gates, like miners for example.
