Diplomacy Tweaks
Contains some minor tweaks to the Diplomacy system:
1. Declarations take 10 turns to remove instead of 5
2. The maximum rival justification bonus from a Declaration of Rivalry has been increased to 50 from 30, but no longer increases grievance gain
3. The Reaver’s Declaration of Supremacy:
- Works against human players now
- Increases Grievance gain against the target by 50%
- No longer increases relations
- Upkeep has been reduced from 5 War Spoils to 2
4. Diplomacy generally requires mutual declarations of friendship
5. The Casus Belli bonus from accepting a Call to War has been removed, maybe?
6. Cancelling a bounty after others have failed it now refunds 100% of the resources spent, up from 50%
7. The casus belli gain from being insulted has been reduced from 10 to 1
