//What Does it do?
–Prohibits AIs and players from manually developing provinces. Instead you relocate population to a target you select from a menu event triggered by a decision. Either provide incentives, or displace them forcibly.
–Your pops grow slowly if local base development cost is less than 55(lower than -10%)
–Also gives you the option to change the trade good in said province.
–You can add terrain improvements to a province, they decrease development costs and provide some utilities.
–Now that you can no longer dev up land, you exchange redundant monarch point for ducats with a set of decisions.
–A decision that decreases global devastation, to prevent mass death of your population.
–Two diplomatic action interactions can be used on your subjects. One can be used to manage all the projects mentioned above for the subject nation, another can decrease devastation.

–Recommend using alongside TO submod: ‘More Buildings and Trade Goods’
–Made use of Terrain Improvement’s province filtering menu, its diplomatic interaction, and population files from Development Expanded.
