Eg. Vietnamese Culture can be replaced by the similar Cantonese Culture if is accepted.
– Brutally Oppress your people to put the blame on them…
– Change the dynastic rules of China to allow Female Emperors! (W.I.P.)
Legitimacy can be added through the oppression of fabricated rebellions of uncivilized barbarians. You would however risk certain resistance. The Baiyue in the south can also be pacified, with a little bit of help from the administration, we can expand the borders of our holy dynasty.
