Add more extensions to the royal family

1. The royal family’s official succession. Allow titles to flow within the royal family.
Open from administrative law.

2. Request claim to Celestia emperor. Spread the authority of the Celestia emperor worldwide.

3.Increase the coreof multiculture cultural traditions. Celestia emperor can learn a random tradition from his cultural head official vassal
