Disables screen edge panning/scrolling of the tactical and strategic views (with the mouse).
Scrolling using keybinds remains functional.
Useful when playing in fullscreen-windowed mode with multiple monitors so that the game doesn’t scroll when you move the mouse out of the game window.

There may have been an easier way to do this via ini editing, but to me the simplest route was to override the EdgeScrollCamera() function with an empty function instead of digging through ini files looking for a flag to control this behaviour.
