[WOTC] ∆ Negativz ∆’s Mark 21 Railgun

WOTC port of ∆ Negativz ∆’s Mark 21 Railgun. Despite my recent trend, this one is faithful to the original, adding only a T3 Sniper and Assault Rifle. It wouldn’t make sense to start with a railgun, after all.
