This mod does exactly what the title says, it makes every de jure county independent. All counts are also randomly generated.

I have taken liberty to tweak some features:

• Added new game rules: Customize your experience with new game rules introducing reworks of decisions and new states of the map at gamestart.
• Bookmark characters appear in their respective start dates, as counts to the capital county of their original realms.
