Description:

This submod will:
Increase AI chances to attempt to tame dragons
Make the default game rule allow anyone to attempt dragon taming
Remove the max chance based on dragonblood percentage, which effectively prevented non-dragonblood characters from taming.
Add a minimum 5% success for small chances to tame dragons like Cannibal.
