Loose-Rein Governance
Are you a warmonger troubled by the significant consumption of amenities in conquered cities, leading to an overall inadequacy of amenities across your empire? Managing a vast empire with countless captured cities is cumbersome and yields minimal benefits. Apart from razing these cities, are there no other options?
This mod introduces a city status called ‘Loose-Rein Governance’, which can be activated or deactivated via a switch styled similarly to the ‘Production Focus’ button located at the top right corner of the city panel.
After enabling ‘Loose-Rein Governance’, the city generates additional amenities matching its population (effectively making it so the city’s population does not consume amenities, with a maximum of +5 amenities sufficient for a 9-population city). The city still provides other yields and allows purchasing units and buildings, but its production output is reduced to zero. In the default standard mode, other city yields will also be somewhat reduced (gold -50%, science, culture and faith -30%), but a base mode is retained where only production yield is reduced, without cutting other yields. This can be adjusted in the advanced options.
Due to considerations of code complexity, the ‘Loose-Rein Governance’ switch does not refresh the city panel yields like other production focus buttons do. The UI panel can be refreshed by switching, reselecting the city panel, changing the production focus, or advancing to the next turn, but this has no impact on data calculations.

Clearly, the current version’s values still need refinement from both a historical prototype perspective and for game balance. If this mod receives more than 15 likes, I will update it with adjusted values for cities under Loose-Rein Governance. This basic concept version will remain as an optional choice in the advanced options.
